Use blog software. Wordpress would be great for this. She can post a daily recipe, categorize them in whatever fashion she likes, and people can click links to search or see specific categories. She has the option of allowing readers to leave comments to share tips on making recipes better, etc.

Wordpress is free, there are tons of free themes available so you can style it the way she wants (I'm sure there are food-related styles available), and the interface is easy enough for her to manage everything herself. All you need is someplace to host it. You'll need a hosting site with MySQL available, and there are tons of hosting companies that can accommodate you.
best ready made script I can recommend is WordPress software...

If you need help installing it and getting awesome wordpress theme that is content management ready - I can help you with this...
